Comprehensive resilience regulation is essential to safeguard all critical infrastructures in Europe.
However, an increasing level of regulation also brings with it the risk of a gradual rise of complexity in the resilience compliance environment. There is a need to avoid the risk of putting in place overlapping requirements at both the EU and the member states levels.
Bringing together top-level speakers from policy, industry and academia, this interactive webinar will explore in detail the legal and compliance aspects of new resilience requirements for cloud computing and particular critical sectors. By examining examples such as the recent NIS2, ECI2 and DORA proposals, it will dive into the interplay between vertical and horizontal regulation, discussing the importance of a harmonized resilience framework at the EU level.

Jakub Boratyński is Deputy Director of Directorate CNECT H, Digital Society, Trust and Cybersecurity (Directorate-General Communication Networks, Content and Technology) and Head of Unit CNECT H.2 – Cybersecurity and Digital Privacy Policy. Among others, he is involved in negotiations of the Cybersecurity Act, the implementation and review of the Network and Information Security (NIS) Directive, the preparation of the Commission’s Recommendation for a common EU approach to the security of 5G networks, the EU cyber-security strategy’s actions on resilience and cooperation with the EU Agency for Network and Information Security (ENISA). He also directly contributed to the production of the new EU Cybersecurity Strategy.
He was previously Head of Unit of ‘Organised Crime and Relations with EMCDDA’ at the European Commission (Directorate-General Home Affairs), which has the lead responsibility for the fight against cybercrime, corruption, sexual abuse of children and confiscation of criminal assets. In relation to cybercrime, he was involved in the negotiation and drafting of two directives (on cyber-attacks and sexual exploitation of children) and the establishment of the European Cybercrime Centre (EC3). He previously worked on EU relations with Russia (Directorate-General External Relations).
Before joining the European Commission, he was a Director at the Stefan Batory Foundation in Warsaw and a Policy Officer with the United Nations High Commissioner for Refugees. He is a graduate of the London School of Economics and the University of Warsaw (international relations, law).

Professor Dr Paul Timmers is Research Associate at the University of Oxford (Oxford Internet Institute), Professor at European University Cyprus and co-founder of the cybersecurity expertise centre Cyber.Cerides. He is also a visiting professor at Rijeka University, senior advisor to EPC Brussels, board member of Digital Enlightenment Forum and supervisory board member of the Estonian eGovernance Academy.
He has been Director at the European Commission, dealing with EU legislation and funding for cybersecurity, e-ID, digital privacy, digital health, smart cities, e-government. He was also cabinet member of European Commissioner Liikanen and, until recently, advisor to the European Commission, DG SANTE on digital health. He worked as manager in a large ICT company and co-founded an ICT start-up. Paul holds a PhD in physics from Nijmegen University, and an MBA from Warwick University. He was awarded an EU fellowship at UNC Chapel Hill, and obtained cybersecurity qualification at Harvard.

He holds a Ph.D. in Computer security and an M.Sc. degree in Theoretical physics, with a thesis in Quantum mechanics.
Previously, he worked at the European Commission’s CISO office, where he was responsible for the corporate IT security strategy and policies, and the link between the operational security teams and the political level and press.
Before joining ENISA he worked as an IT auditor at KPMG in The Hague, where he contributed as an IT architect and protocol designer for the Dutch government e-ID systems DigiD and eHerkenning, and he worked as a software developer in Italy.

Lise is Director General of ETNO, the Association representing Europe’s leading telecom operators, which she joined in 2016. She leads and oversees all the activities and she is the main external representative of the Association. On behalf of the Association, she is also a Board and an Administrative Committee member of ECSO, the European Cybersecurity Organisation. Lise is Chair of the Boards of Public Interest Registry (.org domain name registry) and the Public Technical Identifiers (PTI), formerly IANA, and affiliate of ICANN.
Prior to joining ETNO, she was Chief Operating Officer of DK Hostmaster and DIFO, the company managing the .dk domain name. In the period between September 2014 and December 2015, she also chaired the Cross Community Working Group for the IANA Stewardship Transition, building on her strong network within the internet community. Lise has 20+ years of experience in the telecoms industry. She started her career at the Danish Ministry of Science, Technology & Innovation (1996-2000) where she wrote and implemented regulation for the telecommunication markets. After that, she worked for the telecoms operator Telia Networks (2000-2009), where she led various teams dealing with issues as diverse as interconnection agreements, mobile services and industry cooperation.

Mr. Andreas Papaetis is a Senior Policy Expert in the Banking Markets, Innovation and Products Unit of the European Banking Authority, focusing on Digital Finance and Operational Resilience related topics. Since joining the EBA in January 2017, he worked on banking supervision policy areas such as Supervisory Review and Evaluation Process and Pillar 2 and conducted supervisory convergence work. From 2018, Andreas has been actively involved in delivering the EBA’s FinTech Roadmap, including the analysis of FinTech impact on institutions’ business models and the development of the EBA thematic report on Big Data and Advanced Analytics. Andreas is currently leading the EBA work on the recent legislative proposal on Digital Operational Resilience Act and he is also a core member of the EBA FinTech Knowledge Hub, representing the EBA on related topics at European and international level.

She joined Microsoft in March 2018. Prior to that, she worked as a legal executive at Proximus for 9 years, holding different positions including Head of Legal Consumer business – managing the legal support in the areas of consumer legislation, privacy law, IP law, criminal & security matters, etc.
